In addition, the revised Part Two: Mathematics (244) test has an on-screen scientific calculator available during the test, while the predecessor Part Two: Mathematics (242) test continues to require that candidates bring their own approved graphing calculator
. Preparation materials for both assessments are available on the NYSTCE webpage and should be selected based on the test to be taken. A memo providing additional details about the revised test is available on the Office of Higher Education webpage. Please remind your teacher candidates that the predecessor Part Two: Mathematics (242) test and its safety net will not be available after June 30, 2019.
NEW YORK STATE NEXT GENERATION LEARNING STANDARDS
In September 2017, the Board of Regents adopted the New York State Next Generation English Language Arts (ELA) and Mathematics Learning Standards that will be fully implemented in September 2020. The Next Generation Learning Standards webpage provides many resources that could be utilized in teacher preparation programs to help teacher candidates learn about the Standards, such as the Professional Development Toolkits. Standards and curriculum resources for all subject areas are available on the NYSED Curriculum and Instruction website.
GRADUATE PROGRAM COLLEGE RECOMMENDATIONSInstitutions of higher education that offer graduate programs leading to Initial/Professional or Provisional/Permanent (e.g., Pupil Personnel Services) certification should be recommending their program completers for both certificate levels when the candidates complete the program and the institution confers the degree or award. By being recommended for both certificate levels, program completers can apply for either level of certification in a timely manner upon their completion of any remaining certification requirements (e.g., teaching experience). Program completers should not need to contact their program institution to request that they be recommended for their Professional or Permanent certificate when they complete the certification requirements for the advanced levels. The college recommendation for certification submitted by the institution is an acknowledgement that all academic or program requirements for certification have been met. Candidates who complete programs that lead to Initial/Professional or Provisional/Permanent certification have met all program requirements and, at program completion, should be recommended by institutions for the certificates to which the program leads. |
DASA TASK FORCE RECOMMENDATIONS
The Dignity for All Students (DASA) Task Force was convened in June 2017 to examine the content of the six-clock hour DASA training requirement for certification and various means to ensure that prospective school professionals receive effective training before they assume their respective responsibilities. At the conclusion of the Task Force, the majority of task force members recommended that New York State teacher, educational leader, and pupil personnel services preparation programs require a three-semester hour multicultural education course that addresses and assesses the knowledge and abilities related to the means for the prevention of and intervention in harassment, bullying (including cyberbullying), and discrimination in accordance with Education Law §14. They also recommended that institutions of higher education have the option to waive the three-semester hour course requirement if they can demonstrate that they have incorporated the content of the multicultural education course across multiple courses.
The Department will present the task force recommendations and general themes from the task force meeting discussions to the Board of Regents Joint P-12 Education/Higher Education Committee during their meeting currently scheduled for December 10. The discussion item will be posted on the Board of Regents website through the “December 2018 meeting” link (available soon) and the DASA Task Force webpage prior to the Board meeting. The presentation provides the Regents with an opportunity to provide input on potential changes to the DASA training requirement for certification and educator preparation program registration requirements. Proposed regulatory amendments will not be presented at the December meeting and would be presented at a future meeting. The task force recommendations and general themes will only be discussed at this time. |
