BOARD OF REGENTS NOVEMBER ITEMS
Educator Diversity report. Last year, the Legislature tasked the Department with preparing a report providing “an overview of teacher diversity throughout the state” (Ed. Law §305 (58)). In developing the draft report, the Department conducted new analysis from our student, teacher, and leader data collections; consulted with partners to review relevant literature on educator diversity both statewide and nationally; and reached out to education leaders throughout our P-20 system for their expertise and insights. This outreach included a survey of educator preparation deans and superintendents, which yielded a 77% response rate; our appreciation goes out to those who participated.
Department staff presented selected highlights from the draft report to the Board of Regents. The presentation included data on the race, ethnicity, gender, and age of New York educators; key findings from state and national research on barriers to achieving diversity at each step along with pathway; an overview of current efforts to recruit and retain diverse candidates into educator preparation programs, schools, and districts; and preliminary recommendations on programs, practices, and policies that could be implemented by educator preparation programs and school districts.
ASSESSMENT VOUCHERS Education Deans/Directors are currently providing the Office of Teaching Initiatives with the data needed to distribute assessment fee vouchers for the Content Specialty Tests (CSTs), Educating All Students (EAS) test, and edTPA. The vouchers will be distributed this fall after the data are collected from the institutions of higher education. |
NEW SCHOOL COUNSELOR PROGRAM REGISTRATION APPLICATION AND GUIDANCE DOCUMENT NOW AVAILABLE
In July 2019, the Board of Regents adopted regulatory amendments that revised some of the new registration requirements for school counselor education programs that lead to Initial and/or Professional certification. Institutions that want to prepare new candidates for certification as school counselors, beginning in the Fall 2021 semester and thereafter, must register programs that meet the new registration requirements and lead to Initial, Initial/Professional, or Professional certification. A new program registration application for school counselor education programs and a related guidance document are now posted on the Office of College and University Evaluation website. NEW YORK STATE TEACHER CERTIFICATION EXAMINATIONS (NYSTCE) TEST DEVELOPMENT ACTIVITIES Candidate Field Testing Opportunities. Juniors, seniors, or graduate students who are currently enrolled in an approved educational preparation program preparing them for New York State Initial certification, or who are recently certified, can participate in a field test Recruiting Educators for Test Development Committees. The Department is seeking educators to participate in the following committees that will meet in early 2020. Certified P-12 educators and higher education professionals, including both higher education teacher preparation faculty and higher education faculty who have content expertise, are encouraged to apply for the committees by visiting the Educator Involvement Opportunities webpage and completing the online application.
EDTPA PASSING SCORE INCREASING In June 2017, the edTPA Standard Setting Panel recommended new passing scores for the edTPA and a four-year phase-in period for the new passing scores. The phase-in period began on January 1, 2018. According to the schedule, the edTPA passing scores will increase by one point on January 1, 2020. Candidates who submit their edTPA after December 5, 2019 will receive their score after January 1, 2020 |
