GUIDANCE ON ESTABLISHING AND STRENGTHENING TEACHER LEADERSHIP IN NEW YORK STATE
The New York State (NYS) Professional Standards and Practices Board for Teaching (PSPB) authored guidance for teacher leadership in schools. Their Guidance on Establishing and Strengthening Teacher Leadership in New York State provides schools, school districts, and teacher and educational leader preparation programs a resource to navigate a complex pathway to develop, refine, and/or implement a robust and successful P-12 teacher leader program. Four key areas are addressed in this guidance document: NYS Teacher Leader Frameworks, Developing and Strengthening a Teacher Leader Program, Teacher Leader Vignettes, and Research and Resources. The guidance document is available under the “Resources” menu on the PSPB website.
OHE DEPUTY COMMISSIONER RETIRING Deputy Commissioner John D’Agati is retiring after providing many years of service to New York State working for the Senate, SUNY, and NYSED. His last day in the office is August 30th. His leadership and dedication to the Office of Higher Education (OHE) will be greatly missed. Alison Armour-Garb will serve as the main contact for OHE during the search for a new Deputy Commissioner. |
NEW YORK STATE TEACHER CERTIFICATION EXAMINATIONS (NYSTCE) TEST DEVELOPMENT ACTIVITIES
Recruitment for Test Item Reviews. The Department is seeking educators to participate in item reviews in the fall of 2019 for the following Content Specialty Tests: Arts (Dance, Music, Theater, and Visual Arts), English Language Arts, English to Speakers of Other Languages, Literacy, Multi-subject: Teachers of Early Childhood (Birth to Grade 2), and Physical Education. Certified P-12 educators and higher education professionals, including both higher education teacher preparation faculty and higher education faculty who have content expertise, are encouraged to apply by visiting the Educator Involvement Opportunities webpage and completing the online application. Revised Science Content Specialty Tests. It is anticipated that the revised Content Specialty Tests (CSTs) in Biology, Chemistry, Earth Science, and Physics will become operational on November 11, 2019. The Department presented a proposed regulatory amendment to the Board of Regents at their May meeting to create safety nets for the CSTs in Biology, Chemistry, Earth Science and Physics so that candidates may take either the revised CST or the predecessor CST for one year after the revised CSTs in each science subject area becomes operational. The test frameworks for the revised science CSTs are available on the NYSTCE website to assist candidates and teacher preparation programs in preparing candidates for the revised tests. The study guides for the science CSTs will also be available on the NYSTCE website in early September. |
EDTPA PASSING SCORE INCREASING IN JANUARY 2020 In June 2017, the edTPA Standard Setting Panel recommended new passing scores for the edTPA and a four-year phase-in period for the new passing scores. The phase-in period began on January 1, 2018. According to the schedule, the edTPA passing scores will increase by one point on January 1, 2020. The passing scores will then increase by one point for a final time on January 1, 2022. The passing scores effective January 1, 2020 and January 1, 2022 are posted on the Office of Teaching Initiatives website. REQUEST FOR PROPOSALS FOR A SPEECH-LANGAUGE AND BILINGUAL SPEECH-LANGUAGE PERSONNEL DEVELOPMENT CENTER The New York State Education Department has issued a Request for Proposals (RFP) for a Speech-Language and Bilingual Speech-Language Personnel Development Center for the New York City Metropolitan area. RFP 20-002 is posted on the Competitive Procurement webpage. Questions regarding this RFP must be sent to RFP20002@nysed.gov no later than close of business on August 30, 2019. A questions and answers summary will be posted by September 9, 2019. All bids are due by 3:00pm on September 23, 2019.
