New York State law requires applicants for certification and prospective employees of school districts, charter schools and BOCES to undergo a fingerprint supported criminal history background check conducted by the New York State Education Department’s Office of School Personnel Review and Accountability (OSPRA).  The side links provide information about the law and will guide you through the fingerprint process.



OSPRA is phasing out the current process for fingerprint applications on July 10, 2015 and starting a new process with a new fingerprint vendor on August 3, 2015. 

Anyone who started the fingerprint process on the current system must complete that process before the transition to the new system. If you do not successfully complete the fingerprint application process by July 10, 2015, you will have to start the process over after August 3, 2015 and pay a new fee.  Any fees you have already paid will not be eligible for a refund and cannot be credited towards the new process.

If you are beginning the fingerprint process in the coming months you should pay close attention to the timeline detailed below to maximize your chance of successfully completing the process before July 10, 2015.   

You are encouraged to submit fingerprints as early as possible and remain attentive to the process through its completion.  As July 10, 2015 approaches, you should consider whether it makes more sense to wait until August 3, 2015 to start the fingerprint application process.

The timeline listed below identifies the critical transition dates: 

June 26, 2015     Last day to mail fingerprint cards to NYSED for processing (rejection rates are significantly higher for “ink and roll” cards, therefore, individuals may have to submit several sets of cards to successfully complete the fingerprint process).  

July 10, 2015      Last day to submit new digital fingerprints (after this date, Livescan locations will no longer have the ability to transmit a new record)

July 24, 2015      Last day to re-submit digital fingerprints for individuals whose fingerprints were rejected (after this date, Livescan locations will no longer be able to transmit any fingerprints)

August 3, 2015   First day to have fingerprints scanned by the new vendor managed system. See attached link for information about scheduling an appointment for fingerprinting and locations where Livescan fingerprinting is available in your area. ( )
