§ 80-4.1 Application of this Subpart
and definitions.
(a) Application of this Subpart.
(1) Candidates who apply for extensions
or annotations of teachers' certificates on or after February 2, 2004 shall
meet the requirements of this Subpart, unless otherwise provided in this
Subpart. Candidates who apply for extensions or annotations of teachers'
certificates on or before February 1, 2004, and qualify for such extensions
or annotations effective on or before February 1, 2004, shall meet the
requirements of Subpart 80-2 of this Part, and candidates who do not
meet this condition shall be subject to the requirements of this Subpart,
unless otherwise provided in this Subpart.
(2) On or after September 1, 2006, the extension
in gifted education shall be required to authorize a candidate to provide
education for gifted pupils, as such term is defined in section 4452
of the Education Law, within a gifted and talented program which is funded
pursuant to the Education Law and in accordance with Part 142 of this
Title.
(b) Definitions.
The definitions prescribed in section 80-1.1 of this Part shall be applicable,
unless otherwise prescribed in section 80-1.1 of this Part.

§ 80-4.2 General requirements.
(a) Extension titles. Candidates for whom the requirements of this Subpart
are applicable, pursuant to the conditions prescribed in section 80-4.1(a)
of this Subpart, shall be issued the following extension titles:
(1) Bilingual
Education;
(2) Middle Childhood Education (grades 5-6);
(3) Middle Childhood
Education (grades 7-9);
(4) Gifted Education;
(5) Coordinator of Work-Based
Learning Programs for Career Awareness;
(6) Coordinator of Work-Based Learning
Programs for Career Development;
(7) Language other than English (specified)
(grades 1-6);
(8) American Sign Language;
(9) General Science (grades 5-9);
and
(10) General Science (grades 7-12);
(b) Annotation titles. Candidates for
whom the requirements of this Subpart are applicable, pursuant to the conditions
prescribed in section 80-4.1(a) of this Subpart, shall be issued the following
annotation title: Severe or Multiple Disabilities.

§ 80-4.3 Requirements for the
extension of a certificate.
(a) Requirements for the extension in bilingual education. The candidate shall
meet the requirements in each of the following paragraphs:
(1) The requirements
of this subdivision shall be applicable to the extension in bilingual education
of provisional, permanent, initial or professional certificates in the classroom
teaching service. The requirements of section 80- 2.9 of this Part shall be
applicable to the extension in bilingual education for certificates in the
pupil personnel service or the administrative and supervisory service.
(2)
The candidate shall meet the requirements in each of the following subparagraphs:
(i) Education.
(a) For candidates who are requesting the extension of a certificate
in a title in the classroom teaching service other than school media specialist
(library), library media specialist, school media specialist (educational communications),
or educational technology specialist; the candidate shall satisfactorily complete
a program registered pursuant to section 52.21(b)(4)(i) of this Title, or its
equivalent consisting of a total of 12 semester hours of coursework. For such
equivalent coursework, the candidate must have achieved at least a C or its
equivalent in any undergraduate level course and at least a B- or its equivalent
in any graduate level course in order for the semester hours associated with
the course to be credited toward meeting the semester hour requirement for
the extension sought. Such equivalent coursework shall include study in each
of the following subjects:
(1) theories of bilingual education and multicultural
perspectives;
(2) sociolinguistics and psycholinguistics; and
(3) methods of
teaching English language arts and native language arts to bilingual English
language learners using the native language and English;
(4) methods of teaching
other content to bilingual English language learners using the native language
and English.
(b) For candidates who are requesting the extension of a certificate
in school media specialist (library), library media specialist, school media
specialist (educational communications), or educational technology specialist,
the candidate shall satisfactorily complete a program registered pursuant to
section 52.21(b)(4)(ii) of this Title, or its equivalent consisting of a total
of six semester hours of coursework. For such equivalent coursework, the candidate
must have achieved at least a C or its equivalent in any undergraduate level
course and at least a B- or its equivalent in any graduate level course in
order for the semester hours associated with the course to be credited toward
meeting the semester hour requirement for the extension sought. Such equivalent
coursework shall include study in each of the following subjects:
(1) theories
of bilingual education and multicultural perspectives; and
(2) methods of providing
library media services or educational technology services, as appropriate to
the teaching certificate, to English language learners using native language
and English.
(ii) Examination. The candidate shall submit evidence of having
achieved a satisfactory level of performance on the New York State Teacher
Certification Examination bilingual extension assessment.
(3) Interim bilingual
education extension for certificates in speech and language disabilities or
for teaching for speech- and hearing-handicapped.
(i) An interim bilingual
education extension may be issued to holders of certificates in speech and
language disabilities or teaching the speech- and hearing-handicapped in the
classroom teaching service who have demonstrated proficiency in a language
other than English. The interim bilingual education extension shall be valid
for three years from its effective date and shall not be renewable. No interim
bilingual extension shall be issued with an effective date that begins after
September 1, 2010.
(ii) To be eligible for an interim bilingual education extension,
a candidate must meet the following requirements:
(a) hold an initial or professional
certificate in speech and language disabilities or a provisional or permanent
certificate for teaching the speech-or hearing-handicapped; and
(b) be matriculated
in a registered program leading to a bilingual education extension of a certificate
as a teacher in the classroom teaching service, as prescribed in section 52.21(b)(4)(i)
of this Title, provided that such program must require the candidate to pass
an assessment of proficiency in the language of the bilingual education extension
sought as a condition for entry into the program.
(b) Requirements for the
extension to teach a subject in grades 5-6. The candidate shall meet the requirements
in each of the following paragraphs:
(1) The candidate shall hold a valid provisional,
permanent, initial, or professional certificate in English language arts (7-12),
language other than English (7-12), mathematics (7-12), biology (7-12), chemistry
(7-12), earth science (7-12), physics (7-12), or social studies (7-12).
(2)
The candidate shall satisfactorily complete a program registered pursuant to
section 52.21(b)(4)(iii) of this Title, or its equivalent consisting of six
semester hours of coursework in middle childhood education which shall include
study in early adolescent development and instructional strategies in middle
childhood education. For such equivalent coursework, the candidate must have
achieved at least a C or its equivalent in any undergraduate level course and
a B- or its equivalent in any graduate level course in order for the semester
hours associated with that course to be credited toward meeting this semester
hour requirement for the extension sought.
(c) Requirements for the extension
to teach a subject in grades 7-9. The candidate shall meet the requirements
in each of the following paragraphs:
(1) The candidate shall hold a valid initial
or professional certificate in childhood education (grades 1 through 6) or
a valid provisional or permanent certificate for teaching common branch subjects
in the lower (PreK-3) and upper (4-6) elementary grades (PreK-6).
(2) The candidate
shall satisfactorily complete a program registered pursuant to section 52.21(b)(4)(iv)
of this Title, or its equivalent consisting of 30 semester hours in coursework
in the subject to be taught and six semester hours of coursework in middle
childhood education which shall include study in early adolescent development
and instructional strategies in middle childhood education. For such equivalent
coursework, the candidate must have achieved at least a C or its equivalent
in any undergraduate level course and at least a B-or its equivalent in any
graduate level course in order for the semester hours associated with the course
to be credited toward meeting this semester hour requirement for the extension
sought.
(3) The candidate shall complete the New York State Teacher Certification
Examination content specialty test in the subject for which a certificate extension
is being sought.
(d) Requirements for the extension for gifted education.
(1)
Effective September 1, 2006, this extension shall authorize the candidate to
provide education for gifted pupils, as such term is defined in section 4452
of the Education Law, within a gifted and talented program which is funded
pursuant to the Education Law and in accordance with Part 142 of this Title.
(2) The candidate shall meet the requirements in each of the following subparagraphs:
(i) The candidate shall hold a valid provisional, permanent, initial, or professional
certificate in the classroom teaching service.
(ii) The candidate shall complete
a program registered pursuant to section 52.21(b)(4)(v) of this Title, or its
equivalent consisting of a total of 12 semester hours of coursework that includes
study in each of the following subjects: knowledge of the characteristics of
gifted students who learn at a pace and level that is significantly different
from their classmates; knowledge of various tools and methods for identifying
and assessing gifted students, and skill in using such tools and methods; knowledge
and understanding of appropriate curriculum design for gifted students; knowledge
and skills for planning, providing, coordinating, and evaluating differentiated
teaching and learning environments to challenge and assist gifted students
in learning to their highest level; and skills for collaborating with other
school staff, families, and the community to provide appropriate individualized
instruction for gifted students. For such equivalent coursework, the candidate
must have achieved at least a C or its equivalent in any undergraduate level
course and at least a B- or its equivalent in any graduate level course in
order for the semester hours associated with that course to be credited toward
meeting this semester hour requirement.
(iii) The candidate shall complete
the New York State Teacher Certification Examination content specialty test
in gifted education.
(3) Statement of continued eligibility.
(i) A person employed
in a position in New York State as a teacher within a gifted and talented program
which is funded pursuant to the Education Law and in accordance with Part 142
of this Title for three years in the period between September 1, 1998 and August
31, 2006, may be issued a statement of continued eligibility pursuant to which
such person may continue to teach in such a program without the extension prescribed
in this subdivision, provided such person holds a permanent or professional
certificate in the classroom teaching service.
(ii) A statement of continued
eligibility shall be limited to the specific permanent or professional certificate
held authorizing classroom teaching service, as prescribed in subparagraph
(i) of this paragraph, but shall be valid for service in any school district.
(iii) Applications for the statement of continued eligibility must be filed
with the department.
(e) Requirement for the extension in coordinator of work-based
learning programs for career awareness.
(1) The extension shall authorize the
candidate to coordinate work-based learning programs for career awareness,
such as programs providing extended shadowing experiences, the General Education
Work Experience and Career Exploration Program (GEWEP), and the Work Experience
and Career Exploration Program (WECEP).
(2) The candidate shall meet the requirements
in each of the following subparagraphs: (i) The candidate shall complete a
program registered pursuant to section 52.21(b)(4)(vi) of this Title, or its
equivalent consisting of a total of six semester hours of coursework that includes
study in developing, implementing, coordinating, and evaluating work-based
learning experiences and programs. For such equivalent coursework, the candidate
must have achieved at least a C or its equivalent in any undergraduate level
course and at least a B- or its equivalent in any graduate level course in
order for the semester hours associated with the course to be credited toward
meeting this semester hour requirement.
(ii) The candidate shall have completed
300 clock hours of work experience outside of classroom teaching.
(f) Requirements
for the extension in coordinator of work-based learning programs for career
development.
(1) The extension shall authorize the candidate to coordinate
work-based learning programs for career development, such as the Cooperative
Occupation Education Work Experience Program (COOP), the Career Exploration
Internship Program (CEIP), programs of youth-run enterprises, and internship
and youth apprenticeship/pre-apprenticeship programs.
(2) The candidate shall
meet the requirements in each of the following subparagraphs:
(i) The candidate
shall hold a valid provisional, permanent, initial or professional certificate
for classroom teaching service authorizing instruction in career and technical
education.
(ii) The candidate shall complete a program registered pursuant
to section 52.21(b)(4)(vi) of this Title, or its equivalent consisting of a
total of six semester hours of coursework that includes study in developing,
implementing, coordinating, and evaluating work-based learning experiences
and programs. For such equivalent coursework, the candidate must have achieved
at least a C or its equivalent in any undergraduate level course and at least
a B- or its equivalent in any graduate level course in order for the semester
hours associated with the course to be credited toward meeting this semester
hour requirement.
(iii) The candidate shall have completed 600 clock hours
of work experience outside of teaching in the classroom teaching service.
(g)
Requirements for the extension in a language other than English - early childhood
education (birth-grade 2) and childhood education (grades 1-6). The candidate
shall meet the requirements in each of the following paragraphs:
(1) The candidate
shall hold a valid provisional or permanent certificate in a language other
than English (grades 7-12) or a valid initial or professional certificate in
a language other than English (grades 5-9) or a language other than English
(grades 7-12).
(2) The candidate shall complete a total of three semester hours
of study or its equivalent in the teaching of a language other than English
in early childhood and childhood education.
(h) Requirements for the extension
in American sign language.
(1) The candidate shall meet the requirements in
each of the following subparagraphs:
(i) The candidate shall hold a valid provisional,
permanent, initial or professional certificate in the classroom teaching service.
(ii) The candidate shall submit evidence of having achieved a satisfactory
level of performance on the New York State Teacher Certification Examination
content specialty test in American sign language.
(2) Statement of continued
eligibility.
(i) A person employed in a position in New York State as a teacher
in a position which requires the use of American sign language, for three of
the five years immediately preceding February 2, 2004, may be issued a statement
of continued eligibility pursuant to which such person may continue to use
American sign language in the classroom teaching service without the extension
prescribed in this subdivision, provided such person holds a permanent certificate
in the classroom teaching service.
(ii) A statement of continued eligibility
shall be limited to the specific permanent certificate held authorizing classroom
teaching service, as prescribed in subparagraph
(i) of this paragraph, but
shall be valid for service in any school district.
(iii) Applications for the
statement of continued eligibility must be filed with the department.
(i) Requirements
for the extension to teach general science (grades 5-9). The candidate shall
meet the requirements in each of the following paragraphs:
(1) The candidate
shall hold an initial or professional certificate in a science (grades 5-9).
(2) The candidate shall satisfactorily complete 18 semester hours of study
in two additional sciences.
(j) Requirements for the extension to teach general
science (grades 7-12). The candidate shall meet the requirements in each of
the following paragraphs:
(1) The candidate shall hold a provisional, permanent,
initial or professional certificate in a science (grades 7-12).
(2) The candidate
shall satisfactorily complete 18 semester hours in at least two additional
sciences.

§ 80-4.4 Requirements for annotation
of a certificate — severe or multiple disabilities.
(a) The candidate shall hold a valid provisional or permanent certificate for
teaching special education, the deaf and hearing-impaired, the blind and partially
sighted, the speech- and hearing-handicapped; or a valid initial or professional
certificate in early childhood special education (birth-grade 2), childhood
special education (grades 1-6), middle childhood special education (grades
5-9), adolescence special education (grades 7-12), deaf and hard of hearing
(all grades), blind and visually impaired (all grades), speech and language
disabilities (all grades).
(b) The candidate shall complete a program registered
pursuant to section 52.21(b)(4)(vii) of this Title or its equivalent consisting
of a total of nine semester hours of coursework specifically focused on teaching
learners with severe and multiple disabilities. For such equivalent coursework,
the candidate must have achieved at least a C or its equivalent in any undergraduate
level course and at least a B- or its equivalent in any graduate level course
in order for the semester hours associated with such course to be credited
toward meeting this semester hour requirement.
