Applicants from Other States - Endorsement of Certificate

Important

The Office of Teaching Initiatives can not determine eligibility for certification until an application has been submitted, and a review of your credentials has been completed.

New York State does not pre-approve teacher preparation programs completed in other U.S. States or Territories.

  • Possess a valid2, comparable3 , U.S. State or Territory certificate in the subject of your application. View our List of Acceptable Types of Certificates
  • Have three years of certified public school building-level administration experience in a single U.S. State or Territory, within five years of the application date and submit a completed Administration Rating Form verifying you received evaluation ratings of effective or highly effective, or the substantial equivalent of such ratings, in the three most recent years of experience in a public school4.
  • Bachelor’s degree
  • Master's degree
  • Fingerprint Clearance
  • Complete all required workshops

Important information for applicants who applied prior to July 27, 2016 through endorsement (certified experience).

If you applied for certification through endorsement prior to July 27, 2016, and have received a Conditional Initial certificate, you must complete the edTPA for Initial certification.

If you applied for certification through endorsement prior to July 27, 2016, and:

  • have not received an evaluation for the Conditional / Initial certificate, OR
  • have not been issued a Conditional Initial certificate

and would like to be considered under the new endorsement path, you must submit an e-mail request to have your application withdrawn. Withdrawal request should be e-mailed to tcert@nysed.gov with the subject "Withdraw application", and must include your name and birth date. Once withdrawn, you can submit a new application for review.

Please note: If you submit a new application for certification, that application date will be used to determine if your experience falls with the acceptable five-year window.

 


1. Program must be similar to a New York State-registered teacher preparation program completed at a New York State College/University. Comparability based on Official Compilation of Closed, Rules and Regulations of the State of New York (8 CRR-NY 52.21External Web Site).
2. Certificate must be active in the state of issuance.
3. A “regular” certificate, in an equivalent subject area and similar grade-level, that has no limits/restriction. A list of acceptable-level certificates can be found at: http://www.highered.nysed.gov/tcert/certificate/levelcert.html.

4. Final authority regarding acceptability remains with the New York State Education Department
