Reissuance of Expired Initial Classroom Teacher and School Building Leader Certificates

To extend the validity of an expired certificate, individuals may consider either a time extension and/or an Initial Reissuance, depending on whether or not they meet the eligibilty requirements.

Reissuance of an Expired Initial Classroom Teacher Certificate

Initial classroom teacher certificates may be reissued once for five years by completing the following requirements.

  • Experience: Individuals must have less than three years of acceptable experience and need to complete the Attestation of LESS Than 3 Years of Acceptable Classroom Teaching Experience to verify their eligibility for the Initial Reissuance pdf file to verify your eligibility for this certificate.

  • Examination: Individuals must take and pass the NYSTCE Content Specialty Test(s) in the area(s) required for the certificate sought, within one year (365 days) before and/or after the date of a paid application for the Initial Reissuance.

  • If the date of your Initial Reissuance application is on or after December 31, 2019: Individuals must complete, within one year (365 days) before and/or after applying for the Initial Reissuance, either:
    • 50 hours of acceptable Professional Learning (PL),
    • 50 hours of acceptable CTLE, or
    • a combination of acceptable PL and CTLE that adds up to 50 clock hours.

  • If the date of your Initial Reissuance application is prior to December 31, 2019: Individuals must complete, within one year (365 days) before and/or after applying for the Initial Reissuance, either:

    • 75 hours of acceptable Professional Development (PD),
    • 50 hours of acceptable Continuing Teacher and Leader Education (CTLE), or
    • a combination of acceptable PD and CTLE that adds up to the 75 clock hours of the PD using one hour of CTLE equal to 1.5 hours of PD.

    Please note that Professional Learning (PL) is not the same as Professional Development (PD). PL is any continuing education required under Subpart 80-6 of the Commissioner’s regulations (CTLE regulations) but is not necessarily offered by an approved CTLE sponsor.

    • Acceptable CTLE and PL is study in the content area of any certificate held or in pedagogy, including study in language acquisition addressing the needs of English language learners. It must be conducted through activities designed to improve the teacher's or leader’s pedagogical and/or leadership skills, targeted at improving student performance, including but not limited to formal CTLE activities. Such activities also promote the professionalization of teaching and educational leadership, as applicable, and are closely aligned to district goals for student performance.

Reissuance of an Expired School Building Leader Certificates

First Reissuance

Initial School Building Leader certificates may be reissued for five years for the first time by completing the following requirements.

  • Experience: Individuals must have less than three years of acceptable experience and need to complete the Attestation of LESS Than 3 Years of Acceptable Administrative Experience for the Initial Reissuance pdf file to verify their eligibility for the Initial Reissuance.

  • Examination: Individuals must take and pass the NYSTCE School Building Leader Assessment within one year (365 days) before and/or after the date of a paid application for the Initial Reissuance.

  • If the date of your Initial Reissuance application is on or after December 31, 2019: Individuals must complete, within one year (365 days) before and/or after applying for the Initial Reissuance, either:
    • 50 hours of acceptable Professional Learning (PL),
    • 50 hours of acceptable CTLE, or
    • a combination of acceptable PL and CTLE that adds up to 50 clock hours.

  • If the date of your Initial Reissuance application is prior to December 31, 2019: Individuals must complete, within one year (365 days) before and/or after applying for the Initial Reissuance, either:

    • 75 hours of acceptable Professional Development (PD),
    • 50 hours of acceptable Continuing Teacher and Leader Education (CTLE), or
    • a combination of acceptable PD and CTLE that adds up to the 75 clock hours of the PD using one hour of CTLE equal to 1.5 hours of PD.

Second Reissuance

Educators who have been employed in a school district or BOCES to provide Instructional Support Services (ISS), as defined in Section 80-5.21 of the Commissioner’s regulations, during three of the past five school years may be eligible for a second reissuance of their Initial School Building Leader certificate.

The Initial School Building Leader certificate may be reissued a second time if the educator meets all of the Professional School Building Leader certificate requirements except the experience requirement, and was employed in a school district or BOCES to provide Instructional Support Services (ISS), as defined in Section 80-5.21 of the Commissioner’s regulations, during three of the past five school years.
