Permanent Certificate

Description

The Permanent certificate is the advanced-level certificate for individuals who possess a valid Provisional certificate. The Permanent certificate is NOT issued automatically; you must apply for the certificate.  NOTE: The Provisional certificate is valid for five years from its effective date. 

The Provisional/Permanent certificate series is available in:

  • Classroom teaching titles prior to February 2, 2004.
  • Administrative and supervisory certificate titles prior to September 2, 2007.
  • Pupil personnel services certificate titles.

    Note: Classroom teaching certificates issued with an effective date of 9/1/2004 or later are in the Initial/Professional series. An individual who holds an Initial certificate cannot obtain a Permanent certificate in that title.


Who Can Qualify

  • Classroom Teaching

    Permanent certificates are only issued to individuals who already hold a valid Provisional certificate and who complete the requirements for a Permanent certificate in that same title within the lifetime of the Provisional (includes any time extension issued to qualified individuals).

    NOTE-You cannot obtain a Permanent certificate if:

    • Your Provisional certificate has expired (unless the time validity of your certificate has been extended and you complete requirements for Permanent certification prior to expiration of the time extension). 
    • You seek a new classroom teaching certificate in another title. In this instance, you must apply for a certificate in the new Initial/Professional title series.
       
  • Administrative and Supervisory (School District Administrator, School Business Administrator, School Administrator and Supervisor)

    Permanent certificates are issued to individuals who:
    1. Meet all the requirements for the Permanent, OR
       
    2. Hold a valid Provisional certificate and who complete the requirements for a Permanent certificate in that same title within the lifetime of the Provisional. If you need more time to complete the requirements, you may be able to qualify for a time extension on your Provisional certificate.

    3. Verification of administrative/supervisory experience within the NYC Department of Education must be submitted electronically by the NYCDOE Office of Supervisory Staffing, which is located at 65 Court Street, Brooklyn, NY 11201.   • Pupil Personnel Services (School Attendance Teacher, School Counselor, School Dental Hygiene Teacher, School Nurse Teacher,  School Psychologist, School Social Worker)

    Permanent certificates are issued to individuals who:
    1. Meet all the requirements for the Permanent, OR
       
    2. Hold a valid Provisional certificate and who complete the requirements for a Permanent certificate in that same title within the lifetime of the Provisional. If you need more time to complete the requirements, you may be able to qualify for a time extension on your Provisional certificate.
       

Requirements

General requirements for the Permanent certificate include:

  • Possession of a valid Provisional certificate in the same title.
  • Completion of two years of full-time teaching experience in a public or nonpublic school, in the same category (administrative/supervisory, pupil personnel service, classroom teaching).
  • An earned Master’s degree from a regionally accredited institution of higher education.
  • Qualifying scores on the NYSTCE tests if required for classroom teaching certificates.  For any questions about the New York State Teacher Certification Exams, including the ATS-Performance Test (Video), go to www.nystce.nesinc.com .

Validity Period

The Permanent certificate is valid for life, unless revoked for cause by the New York State Education Department.  NOTE:  The Provisional certificate is valid for five years from its effective date.
