Permanent Certificate
The Permanent certificate is the advanced-level certificate for individuals
who possess a valid Provisional certificate. The Permanent certificate is NOT
issued automatically; you must apply for the certificate. NOTE: The
Provisional certificate is valid for five years from it's effective date.
The Provisional/Permanent certificate series is available in:
- Classroom teaching titles prior to February 2, 2004.
- Administrative and supervisory certificate titles prior to September 2, 2007.
- Pupil personnel services certificate titles.
Note: Classroom teaching certificates issued with an effective date of 9/1/2004 or later are in the Initial/Professional
series. An individual who holds an Initial certificate cannot obtain a Permanent
certificate in that title.

school, in the same category (administrative/supervisory, pupil personnel
service, classroom teaching).
- An earned Master’s degree from a regionally accredited institution of higher education.
- Qualifying scores on the NYSTCE tests if required for the certificate. For
any questions about the New York State Teacher Certification Exams,
