- The time validity of expired certificates held by individuals on active duty with the Military may be extended by the Commissioner, upon application by the holder of such certificate and submission of a copy of a signed DD-214, for the time of such active service, showing on the DD-214, that coincides with the validity period of the expired certificate, plus one year.
