Note: The drop between 1996-97 and 1997-98 is due to a reporting change in New York City.  In the latter period, students with unknown plans were no longer distributed to the college-going categories.  Since at least some of those students probably did intend to go to college, the college-going rates are slightly underestimated after 1996-97.
