Validity
check of records, variables and form
Check
for missing, invalid, and out of range institutional codes and record
identifiers such as part, section and line number as well as needed
institutional characteristics such as county, sector and level. Check
for missing forms vs. not applicable forms. This form is applicable to
2-year and 4-year institutions. There should be no data from any
institution whose level is 'graduate only.'
Fatal
error checks. An
error message should be generated for each of the following
relationships whenever they are not met. Normally fatal errors may not
be overridden by editor, must be resolved. However, for new forms
missing data/components are not always resolvable and we need an
override in those cases. Checks must be made for each program
reported:
- Currently

CIP
Code must be present, format XXXXXX.
- R#1.a Currently
not a machine edit. A program name and code must be present on
every program reported on any part. An institution may not have
data for all three parts for every program offered. In all parts,
there must be a program name and program code and CIP code for
each program or the form is returned to the institution.

Currently not a machine edit. Part I, when there are no
enrollees in a program for the period, the institution must write
'no enrollees' next to the program name.

Comparison
error checks.
An error message is generated based on each of the following
relationships whenever they are not met [comparison errors may be
accepted as 'ok' at the discretion of the editor].
- R#9 Currently
this rule is not part of Rule.Edit.exe, rather is an on line
constraint. The contact hours reported for each program must
be >1 and <1000 for each program reported.
- Year to
year rate comparisons, current year (CY) vs. prior year (PY):
Whenever the following conditions are met for the completion rates
and placement rates calculated as specified below, an error
message should be generated (calculate for each program and
each CIP code summary for each institution):
- The
absolute value of the difference between the current year rate and
the prior year rate is greater than 8 percentage points and the
denominator for the CY and PY rate is =>30
- The
absolute value of the difference between the current year rate and
the prior year rate is greater than 25 percentage points and the
denominator for the CY and PY rate is < 30.

conditions are met for the calculated % difference in enrollment
and the calculated % difference in completers across years (calculate
for each program and each CIP code summary for each institution):

- The
absolute value of the percent change [%CHG] in enrollment is >
45% and the CY enrollment>50, where [%CHG] = 100*((CY - PY) /
PY)
- The
absolute numeric difference in enrollment is > 25 and the PY
enrollment is => 0 and <50.
- The
enrollment (Part I, column A) of CY = 0 and PY is >0
R#13.0 –
13.50 Apply to Part II, each line:
- The
absolute value of the percent change [%CHG] in Completers > 45%
and the CY Completers >50, where [%CHG] = 100*((CY - PY) / PY)
- The
absolute numeric difference in Completers is > 25 and the PY
Completers => 0 and <50.
- The
Completers (Part II - column A) of CY = 0 and PY is >0
