check of records, variables and form
Check
for missing, invalid, out-of-range duplicate institutional codes and
record identifiers such as part, section and line number as well as
needed institutional characteristics such as county, sector and level.
Check for missing forms. This form is applicable to all degree-credit
institutions.
Fatal
error checks. An
error message should be generated for each of the following
relationships whenever they are not met [fatal errors may not be
overridden by editor, must be resolved]:
- Horizontal
add checks- None.
- Vertical
add checks - for each of the columns in the form, the total must
equal the sum of all of the rows as follows:

Line 13 = sum of lines 1 to 12
- Invalid
zeros - For any category of aid, both aid amounts and number of
recipients must be greater than zero if either is reported to be
greater than zero.
- R#2 For
each line, columns A & B must both be greater than zero if
either is greater than zero
- R#3 For
each line, columns C & D must both be greater than zero if
either is greater than zero
- Applicability-
Institutions can only report data consistent with their level of
authorization/classification in the award year. That is, 2-year
institutions data are restricted undergraduate columns(A & B)
and graduate-only institutions are restricted to the
graduate/first-professional columns(C & D). Also, for this
form, empty cells are not permitted in the columns pertaining to
an institution's level of authorization/classification..

Institutions whose level =" 2-year" may not report data
in columns C and D. An error message should appear when, on any
line, column C or D is greater than 0, and the institution's level
= 2-year. R#5 Also, for level=2-year, an error message should
appear when, on any line, column A or B is empty or blank. R#5

Institutions whose level = "graduate-only" may not
report data in columns A and B. An error message should appear
when, on any line, column A or B is greater than 0, and the
institution's level = grad-only. R#7 Also, for level=grad-only, an
error message should appear when, on any line, column C or D is
empty or blank.R#7

Institutions whose level = ' 4-year and more' must complete
columns A & B and should complete columns C&D if they have
graduate/first-professional enrollment in the award year. R#9 Also
for level=4-yr and more, an error message should be generated when
an institution reported no graduate/first-professional enrollment
in the award year on NYSED-2.4/2.4A and has not left all cells
empty in columns C & D. Conversely, if
graduate/first-professional enrollment were reported on
NYSED-2.4/2.4A in the award year, all cells should be filled in
columns C & D. (R#8
&R#9 DON'T ACCOMPLISH WHAT WAS INTENDED AS PER NW-S 02/16/01.
PROBLEM STEMS FROM (1) System doesn't recognize null fields and
(2) as per NW-S rules only need check "If data, enroll should
match level. If no data, ok."
Use
rule 8 for undergraduates, rule 9 for graduates. The concept is
covered in rules 4 and 6.
Comparison
(Non-Fatal) error checks.
An error message is generated based on each of the following
relationships [comparison errors may be accepted as 'ok' at the
discretion of the editor]:

Range Check for Aid Amounts - Any aid amount should be flagged if
it is greater than $0 and less than $1,000
- Undergraduate:
Column A, each of lines 1 to 12
- Graduate/FP:
Column C, each of lines 1 to 12

Check for Other Aid - Other Aid should be flagged if it exceeds
$100,000 or 10 percent of total aid

Check for Average Awards - Average award for each category of
student and aid should be flagged if it is not between $250 and
$30,000 for all categories where both dollar amounts and number of
recipients are greater than zero.
