GRADUATION RATE REPORT FOR FULL-TIME UNDERGRADUATES


Validity check of records, variables and form

Check for missing, invalid, out-of-range, or duplicate institutional codes and record identifiers such as part, section and line number as well as needed institutional characteristics such as county, sector and level. Check for missing forms. This form is applicable to all degree-credit institutions offering undergraduate programs.

Fatal error checks. An error message should be generated for each of the following relationships whenever they are not met [fatal errors may not be overridden by editor, must be resolved]:

  • Horizontal add checks- Each row.
  • #1 Section A: Column 8 = sum of columns 3 thru 7
  • #2 Section A: Column 12 = sum of columns 9 thru 11
  • #3 Section A: Column 1 = sum of columns 2,8,12 thru 16
  • #4 Section B: Column 1 = sum of columns 2 thru 4, and 13 thru 16
  • Vertical add checks - for each of the "active" columns in the form, the total must equal the sum of the rows as follows:
  • # 5, 6, 7 Section A, First-time: Line 2 = sum (4-8) = sum (9-13) = sum (14-20)
  • #8 Section A, Opportunity Pgm: Line 21= sum (23-29)
  • #9, 10 Section B: First-time: Line 31 = sum (33-37) = sum (38-44)
  • #11 Section B: Opportunity Pgm: Line 45 = sum (47-53)
  • Invalid zeros: Unless a section or part of the form has been checked as not applicable, data should be present for that part or section as follows:
  • #12 If the Section A applicability box has not been checked, then line 1+2 for column 1 should be greater than zero
  • #13 If the Section A applicability box has been checked, then col 1(line 1 + line 2) = 0 and line 21, col 1 = 0
  • #14 If neither the Section A or Section A opportunity program applicability box has been checked, then line 21 for column 1 should be greater than zero
  • #15 If the Section B applicability box has not been checked, then line 30+31 for column 1 should be greater than zero
  • #16 f the Section B applicability box has been checked, then line 30+31 for column 1 should = 0
  • #17 If neither the Section B or Section B opportunity program applicability box has been checked, then line 45 for column 1 should be greater than zero
  • Applicability- Institutions can only report data consistent with their authorization/classification.
  • #18 Institutions whose level is 2-year may not report data in Sections A. An error message should appear when, column 1 of lines 1,2 or 21 is greater than 0, and the institution's level = 2-yr.
  • #19 Institutions whose level = 2-year may not report data in Section C. An error message should appear when line 54 column (A) = 0.
  • #20 Institutions whose level = graduate only should not be submitting this form. An error should appear when column 1 of lines 1,2 , 30, 31, 54 or 55 is greater than 0, and the institution's level = graduate only.
  • Section E, Persistence: Persisters (Associate and Baccalaureate columns) may not exceed initial cohorts.
  • Section E, Persistence: Lines 5-8 and 19-25 should sum to line 3.  Lines 27-33 should sum to line 26.

Comparison error checks. An error message is generated whenever any of the following relationships is not met [comparison errors may be accepted as 'ok' at the discretion of the editor]:

  • Range Check for Disability Data - the entry cohort of disabled students will usually be greater than zero unless there are no students at all at that program level
  • #21 Line 3, column 1 is > 0 and < line 2, column 1 unless line 2, column 1 =0
  • #22 Line 22, column 1 is > 0 and < line 21, column 1 unless line 21, column 1 =0
  • #23 Line 32, column 1 is > 0 and < line 31, column 1 unless line 31, column 1 =0
  • #24 Line 46, column 1 is > 0 and < line 45, column 1 unless line 45, column 1 =0
  • Range Check for 10 year cohort data – If the nonapplicability box is not checked for Sections C and D, then 10 year cohort data should be present. However, since this data is not yet retrievable at many institutions, it may be necessary to override this flag.
  • #25, 26 Bachelors: line 54, column A > 0 unless nonapplicablity box for Section C is checked
  • #27, 28 Other than Bachelors: line 55, column A > 0 unless nonapplicablity box for Section D is checked
  • Reasonability check for 10-year cohort data
  • #29 Bachelor's degrees may not exceed bac entering cohort
  • #30 Other than bachelor's degree may not exceed nonbac cohort
  • Year to year comparisons, current year (CY) vs. prior year(PY) - A difference [DIF] and/or a percent change [%CHG]should be calculated for the data cells specified and whenever the following conditions are met, an error message should be generated:
  1. #31 Entry cohort :

DIF > 30 and %CHG > 15 or

DIF is between 15 and 30 and %CHG > 60

    • Column 1 for each of lines 1 thru 55
  1. #32 Graduation Rates for Section A (seeking bachelors):

Denominator (column 1 – col 2 – col 8) is > 20 and the graduation rate DIF > 15,

where the graduation rate = 100*(col 12 / (col 1 – col 2 – col 8))

    • Apply to rows 1, 2 , 3, 21, and 22
  1. #33 Graduation Rates for Section B (seeking other than bachelors):

Denominator (column 1 – col 2) is > 20 and the graduation rate DIF > 15,

where the graduation rate = 100*((col 3 + col 4) / (col 1 – col 2))

    • Apply to rows 30, 31, 32 , 45, and 46
  1. #34 Continuation Rates for Section A (seeking bachelors):

Denominator (column 1) is > 20 and the graduation rate DIF > 15,

where the graduation rate = 100*(col 13 / col 1)

    • Apply to rows 1, 2 , 3, 21, and 22
  1. #35 Continuation Rates for Section B (seeking other than bachelors):

Denominator (column 1) is > 20 and the graduation rate DIF > 15,

where the graduation rate = 100*(col 13 / (col 1)

    • Apply to rows 30, 31, 32, 45, and 46
  1. #36, 37 Graduation Rates for Section C and D (10 year rates):

Denominator (column A) is > 20 and the graduation rate DIF > 15,

where the graduation rate = 100*(col B / col A)

    • Apply to rows 54 and 55

where

CY=current year entry cohort or the specified rate

PY=prior year entry cohort or graduation rate

DIF =absolute value of [CY-PY]

%CHG=absolute value of 100*[(CY-PY) / PY]

  • Cross form comparisons, the first-time and transfer entry cohorts reported on this form in column 1 should be compared to the cohorts reported on NYSED-1 for the appropriate years.
    • For first-time entrants to bachelors programs, use bachelors data from NYSED-1 for the data collection year –6.
    • For first-time entrants to other than bachelors programs, use associate and certificate data from NYSED-1 for the data collection year –3.

Since we have not loaded the appropriate back years into the database at this time, we should use the closest year available.

  • A difference [DIF] and/or a percent change [%CHG]should be calculated for the data cells specified and whenever the following conditions are met, an error message should be generated:
    1. DIF > 30 and %CHG > 15 or

DIF is between 15 and 30 and %CHG > 60

Apply to column 1 for

    • #38 Line 2 – First-time to bachelor program
    • #39 Line 31 – First-time to other than bachelors program
  • Section E, Persistence: Compare initial cohorts for reasonableness to numbers of full and part-time first-time entrants reported on the same year's NYSED-2.4 final fall enrollment report.

 

Calculated Variables to be included in the final file.

The following graduation rates for entrants to bachelor’s or equivalent programs should be readily available for any line in Section A:

    • Bachelor’s 4-yr Rate: 100*col9/(col1-col15)
    • Bachelor’s 5-yr Rate: 100*(col9+col10)/(col1-col15)
    • Bachelor’s 6-yr Rate: 100*col12/(col1-col15)
    • Bach. Onschedule Rate: 100*col9/col12
    • Total Completion Rate: 100*(col2+col8+col12)/(col1-col15)
    • Still Enrolled Rate: 100*col13/(col1-col15)
    • Transfer Out Rate: 100*col14/(col1-col15)

The following graduation rates for entrants to other than bachelor’s or equivalent programs should be readily available for any line in Section B:

    • Associate’s 2-yr Rate: 100*col3/(col1-col15)
    • Associate’s 3-yr Rate: 100*(col3+col4)/(col1-col15)
    • Associate Onschedule Rate: 100*col3/(col3+col4)
    • Assoc & Lower Completion Rate:100*(col2+col3+col4)/(col1-col15)
    • Total Completion Rate: 100*(col2+col8+col12)/(col1-col15)

(when relevant columns become active)

    • Still Enrolled Rate: 100*col13/(col1-col15)
    • Transfer Out Rate: 100*col14/(col1-col15)

The following graduation rate for first-time entrants to bachelor’s or equivalent programs should be readily available for line 54 in Section C:

    • Bachelor's 10-yr Rate: 100*(colB/colA)

The following graduation rates for first-time entrants to undergraduate programs other than bachelor’s or equivalent programs should be readily available for line 55 in Section D:

    • Undergraduate 10-yr Rate (other than bachelor's): 100*(colB/colA)
Check persistence rates -

Error message when the persistence rate for lines 5, 6, 7, 8 is less than 20 or greater than 95. Specifically, error when (column 2 / column 1) * 100 or (column 4 / column 3) < 20 or > 100. Applies to each line 5-8.

R45. Error message when the persistence rate for line 3 is less than 40 or greater than 95. Specifically, error when (column 2 / column 1) or (column 4 / column 3) * 100 < 40 or >95 for the total on line 3.

 

REVISONS 

(04/04/00) - In the process of writing the Excel spreadsheet for the acceptance criteria, it was necessary to add a few more statements to this document for clarification. At the same time, the forms referred to on the cross form comparisons were reduced to just one, the NYSED-1. The data collected on the eliminated forms, NYSED-2.2 and IPEDS-EF, do not distinguish program level for entrants.
