NYSED-2.8
RESIDENCE AND MIGRATION OF COLLEGE STUDENTS

Check for missing, invalid, out-of-range duplicate institutional codes and record identifiers such as part, section and line number as well as needed institutional characteristics such as county, sector and level. Check for missing forms vs. not applicable forms.

• This form is applicable to all levels of institutions, 2-year, 4-year and graduate only.
• Institutions may submit either branch or institutional total data.

Fatal error checks. An error message is generated for each of the following relationships when not true [fatal errors may not be overridden by editor, must be resolved]:

• R#1, R#2 Horizontal add checks- Apply to Section 1 and Section 2. For each of lines 01 through 67, column 1 + column 3 + column 4 must equal column 5. That is, the sum of undergraduate students plus first-professional students plus graduate students must equal the total number of students for each line of the form.
• R#3, R#4 Vertical add checks- Section 1 and Section 2.

For each category of enrollment [each of columns 1,2, 3, 4, 5] - Sum of lines 01 through 66 must equal line 67.

Comparison error checks. An error message is generated when each of the following relationships are true [comparison errors may be accepted as 'ok' at the discretion of the editor]:

• R#5, R#6 Internal form comparisons- Apply to Section 1 and Section 2: For each line, the number of first-time undergraduates reported in column 2, should not exceed the number of undergraduates reported in column 1.
• R#7.1, R#8.1 Year to year comparisons, current year(cy) vs. prior year(py)- Apply to Section 1 and Section 2.

Home county check - The bulk of an institution's undergraduate enrollment normally comes from within the county of location of the institution and is comparable from year to year.

In column (1),( cy undergraduates from the institutions home county / cy total undergraduates(line 67) ) * 100 should be compared to the same calculation from the previous year. Error message when the absolute value of the percent change in undergraduate institution-home county enrollment exceeds 25.

• R#9 - R#18 Form to form comparisons- The enrollment categories reported on NYSED-2.8 should match the same categories on NYSED-2.4 for the same year. However, for fall 1998, the comparison needs to be with form IPEDS-EF since NYSED-2.4 was not collected. Whenever the comparison for a given institution does not satisfy the parameters listed below, an error message should indicate the institution, the category, the enrollment in the category on each form, and the calculated difference.

FOR FALL 1998, COMPARE NYSED-2.8 TO FALL 1998 IPEDS-EF

An error message should appear for any category of enrollment when the absolute value of the difference between the same categories [except full-time, first-time undergraduate and part-time, first-time undergraduate] on the two forms is:

Greater than 40% when the NYSED-2.8 category is less than 50

Greater than 12% when the NYSED-2.8 category is 50 - 499

Greater than 7% when the NYSED-2.8 category is 500 - 1499

Greater than 7% when the NYSED-2.8 category is 1500 and up

The error message for the comparison on full-time, first-time undergraduate and part-time, first-time undergraduate should appear if:

Percent Full-time, First-time from Home Region = 100*Sum of FTFTS from all counties in the region the institution is in / Total FTFTS

Percent Full-time, First-time from NYS = 100*Sum of FTFTS from all counties in NYS +Unknown NYS / Total FTFTS

Percent Full-time, First-time from Out-of-State = 100*Sum of FTFTS from row=out-of-state / Total FTFTS

Percent Full-time, First-time from Other Nations = 100*Sum of FTFTS from row=foreign / Total FTFTS
