FULL-TIME UNDERGRADUATE TRANSFER ENROLLMENT
Validity check of records, variables and form
Check for missing, invalid, out-of-range duplicate institutional codes and record identifiers such as part, section and line number as well as needed institutional characteristics such as county, sector and level. Check for missing forms vs. not applicable forms. This form is applicable to 2-year and 4-year institutions. There should be no data from any institution whose level is 'graduate only.'

Fatal error checks. An error message should be generated for each of the following relationships whenever they are not met [fatal errors may not be overridden by editor, must be resolved]:
* #1 Horizontal add checks- sum of the number of students entering at the lower division plus the number entering at the upper division must equal the total. Column 1 + column 2 = column 3. 
* Vertical add checks - for each of columns 1,2,3 the total must equal the sum for each of the various subcategories as follows:
*  #2 Line 3 = line 1 + line 2
*  #3 Line 6 = line 3 + line 4 + line 5
*  #4 Line 9 = line 7 + line 8
*  #5 Line 12 = line 9 + line 10 + line 11
*  #6 Line 15 = line 13 + line 14 
*  #7 Line 18 = line 15 + line 16 + line 17
*  #8 Line 19 = line 6 + line 12 + line 18
*  #9 Line 22 = line 20 + line 21
* #10 Line 25 = line 23 + line 24
* #11 Line 28 = line 26 + line 27
* #12 Line 29 = line 22 + line 25 + line 28
* #13 Line 31 = line 19 + line 29 + line 30

Comparison error checks. An error message is generated based on each of the following relationships [comparison errors may be accepted as 'ok' at the discretion of the editor]:
* Year to year comparisons, current year (CY) vs. prior year(PY). A [%CHG]should be calculated for the data cells specified and whenever the following conditions are met, an error message should be generated:
(a) [%CHG] > 50 for CY >50 or
(b) [%CHG] > 100 for CY <= 50 where

CY=current year data cell
PY=prior year data cell
[%CHG]=absolute value of 100*[(CY-PY) / PY] to be applied to:

#14 Total full-time ug. transfer students from locations within NYS - Line 19,column 3
#15 Total full-time ug. transfer students from locations outside NYS - Line 29, column 3
#16 Transfers from all other sources - Line 30, column 3
#17 Total all f-t undergraduate transfer students - Line 31, column 3
#18 Share of transfers entering lower division - Line 31, column1/column3


* Internal form comparisons-
#19 Institutions whose level is 2-year may not report data in column 2 (upper division). An error message should appear when, on any line, column 2 data is greater than 0, and the institution's level = 2-yr.

* #20 Form to form comparisons - NYSED-2.2 and NYSED-2.4 same year - The total number of full-time undergraduate transfer students reported on NYSED-2.2 may not exceed the total number of full-time undergraduates reported of NYSED-2.4 in the same year who are not first-time students. Error message when NYSED-2.2. Line 31, column 3 exceeds NYSED-2.4, column 1, line 1 -(line 7 + line 8).
