School Counselor Education Program Registration Requirements and Certification. The Board of Regents adopted regulatory amendments that revise some of the new registration requirements for school counselor education programs leading to the Initial and/or Professional certificates, including increasing the number of core content areas required for the Initial School Counselor certificate from six to eight. The regulatory amendments also extend the implementation date for programs to meet the new registration requirements from September 1, 2020 to September 1, 2021; the deadline by which candidates can apply and qualify for the Provisional School Counselor certificate and by which candidates with an expired Provisional School Counselor certificate can apply for a Permanent School Counselor certificate (under specific conditions) from September 2, 2022 to February 2, 2023; and the date by which candidates applying for certification in school counseling must meet the new Initial or Professional certificate requirements from September 2, 2022 to February 2, 2023. The regulatory amendments will become effective on July 31, 2019.
Educational Technology Specialist CST Safety net. The Board of Regents adopted a regulatory amendment to extend the Educational Technology Specialist CST safety net from June 30, 2019 to until six months after the revised Educational Technology Specialist CST is redeveloped and operational. The regulatory amendment makes the emergency rule permanent on July 31, 2019.
NEW WEBSITES The Office of School Personnel Review and Accountability (OSPRA) launched a new OSPRA website on July 10 and the Office of Access, Equity and Community Engagement (OAECE) launched a new OAECE website on July 31. Links to the previous websites will be redirected to the new websites for several weeks, allowing individuals to update their bookmarks accordingly. |
NEW YORK STATE TEACHER CERTIFICATION EXAMINATIONS (NYSTCE) TEST DEVELOPMENT ACTIVITIES
Revised Science Content Specialty Tests. It is anticipated that the revised Content Specialty Tests (CSTs) in Biology, Chemistry, Earth Science, and Physics will become operational in fall of 2019. The Department presented a proposed regulatory amendment to the Board of Regents at their May meeting to create safety nets for the CSTs in Biology, Chemistry, Earth Science, and Physics so that candidates may take either the revised CST or the predecessor CST for one year after the revised CSTs in each science subject area becomes operational. The test frameworks for the revised science CSTs are available on the NYSTCE website to assist candidates and teacher preparation programs in the preparation of candidates for the revised tests. Recruitment for Test Item Reviews. The Department is seeking educators to participate in item reviews in the fall of 2019 for the following Content Specialty Tests: Arts (Dance, Music, Theater, and Visual Arts), English Language Arts, English to Speakers of Other Languages, Literacy, Multi-subject: Teachers of Early Childhood (Birth to Grade 2), and Physical Education. Certified P-12 educators and higher education professionals, including both higher education teacher preparation faculty and higher education faculty who have content expertise, are encouraged to apply by visiting the Educator Involvement Opportunities webpage and completing the online application. |
EDTPA PASSING SCORE INCREASING IN JANUARY 2020 In June 2017, the edTPA Standard Setting Panel recommended new passing scores for the edTPA and a four-year phase-in period for the new passing scores. The phase-in period began on January 1, 2018. According to the schedule, the edTPA passing scores will increase by one point on January 1, 2020. The passing scores will then increase by one point for a final time on January 1, 2022. The passing scores effective January 1, 2020 and January 1, 2022 are posted on the Office of Teaching Initiatives website. FINGERPRINTING FEE INCREASE The New York State Division of Criminal Justice Services (DCJS), pursuant to the contract between IDEMIA and DCJS, has issued a revised fee schedule for civil fingerprint-based Criminal History Record Information (CHRI) checks effective August 1, 2019. The revised administrative fee for MorphoTrust/IDEMIA will increase from $12.00 to $13.50, changing the total fingerprinting fee from $100.25 to $101.75. The MorphoTrust/IDEMIA fee is based on the date that applicants are processed at an Enrollment Center on-site and not on the date that they schedule their appointment. Applicants printed prior to and including July 31, 2019 will pay the $12.00 MorphoTrust/IDEMIA fee and applicants processed on or after August 1, 2019 will pay the $13.50 MorphoTrust/IDEMIA fee. U.S. DEPARTMENT OF EDUCATION EXPERIMENTAL SITES INITIATIVE: FEDERAL WORK STUDY
The U.S. Department of Education is inviting institutions of higher education (IHEs) to participate in the Federal Work Study (FWS) experiment under the Experimental Sites Initiative. The experiment provides participating IHEs with waivers from some of the FWS program requirements. The waivers would “remove limits on the portion of an institution’s FWS funds that may support students employed by private-sector companies, increase the number of hours per week an FWS student who is enrolled in a work-based learning program may work, reduce the share of wages that must be covered by private-sector employers, and allow institutions to pay low-income students for work experiences required by their program of study.” For example, educator preparation programs could apply to use the waiver for low-income students in their residency programs. A recent Federal Student Aid memo explains that the deadline for the letter of interest to participate in this new experiment was extended to September 23, 2019. The original Federal Student Aid notice includes contact information and a link to the Federal Register with instructions for the letter of interest.
