Subject: Updated Guidance on Implementing the NCLB’s High Objective Uniform State Standard of Evaluation in New York State (Revised)

On December 8, 2003, the U. S. Department of Education’s Teacher Assistance Corps reviewed New York State’s implementation of the NCLB’s requirements for teachers and made suggestions for improving the August 2003 version of this memo on the “high objective uniform State standard of evaluation” or HOUSSE. This revised version responds to those suggestions and makes some technical corrections.

  • A State Context section was added on page 1.
     
  • In Appendix D, Parts 1 and 2, the dates were changed to August 1, 2003; in Part 1, the original lines 2 and 3 were combined and subsequent lines were renumbered; in Part 2, the original lines 2 and 4 were combined and subsequent lines were renumbered; on line 8 of the revised Part 1 points per instance of professional service were reduced from 25 to 10.
     
  • References to pre-kindergarten teachers were deleted to be consistent with NCLB NYS Field Memo #06-2003.

This revised guidance should be used for all HOUSSE evaluations conducted on or after March 1, 2004. HOUSSE evaluations conducted prior to that date that were based on the August 4, 2003 version of this field memo are valid and do not need to be repeated.
