Statement for Teachers in Other States Seeking Information about Their Highly Qualified Status in New York State Some teachers certified by New York State seek or obtain employment in other states and are required by the other state to show that they would have been “highly qualified” as well as certified in New York State. New York State does not provide information about the highly qualified status of individual teachers seeking employment or employed in other states. In New York State, the school district that employs a teacher is responsible for determining each year whether the teacher is highly qualified for that year’s teaching assignments based on the teacher’s certificates, the teacher’s other qualifications and the most recent guidance issued by the New York State Education Department, available at http://www.highered.nysed.gov/nclbhome.htm. The most recent guidance is always in the most recent NCLB NYS Field Memo whose subject is “Updated Fact Sheet….” Teachers in other states who are required to show that they would be highly qualified in New York State may:
In general, teachers whose New York State certificates in core academic subjects have effective dates of September 1, 2004, or later, and who are assigned to teach the subjects and grades covered by their certificates are highly qualified for those teaching assignments in New York State. Many other teachers whose New York State certificates in core academic subjects have effective dates prior to September 1, 2004, are also highly qualified by virtue of certification when they are assigned to teach the subjects and grades covered by their certificates. However, there are some exceptions, so these teachers should refer to guidance in the most recent NCLB NYS Field Memo whose subject is “Updated Fact Sheet…” to determine whether they are highly qualified for their teaching assignments. |
