What are the consequences if LEAs or the State fail to meet the NCLB’s
deadlines for "highly qualified" teachers?
The USDOE has explained that that section 2141 of the
NCLB indicates that technical assistance is required when LEAs fail to make
progress toward meeting their staffing goals. The USDOE has also explained
that it is essential for states and LEAs to make a good faith effort to
comply and to demonstrate progress toward compliance.
