This non-regulatory guidance on the requirements for teachers in the No Child Left Behind Act of 2001 (NCLB) reflects the New York State Education Department's (SED’s) interpretation of the statute based on final regulations, draft non-regulatory guidance and technical assistance provided by the U.S. Department of Education (USDOE) through the date of its publication. Federal information can be found online at
