In a March 31, 2004 letter to Chief State School Officers, the U.S. Secretary
of Education gave the states flexibility for meeting the teacher quality requirements
in the No Child Left Behind Act of 2001 (NCLB). Among other things, the Secretary
extended the deadlines for being "highly qualified" for teachers of multiple
core academic subjects who are employed by "eligible rural LEAs." The Secretary’s
