Strategy 6.   Accountability and Public Reporting

SED is collecting the data needed to meet the NCLB's accountability and reporting requirements and to continue providing workforce data to LEAs, schools and the higher education community.

6a. Annual Measurable Objectives (AMOs) for LEAs and schools.   LEAs' local consolidated applications for NCLB funds must include their plans for meeting the NCLB's requirements for teachers and Title I paraprofessionals by June 2006.   Until that deadline, LEAs and schools must meet their Annual Measurable Objectives (AMOs) for teacher quality by having, at a minimum, annual increases in:

  • the percentage of classes in “core academic subjects” that are taught by “highly qualified” teachers; and

  • the percentage of teachers of “core academic subjects” who receive “high-quality” professional development.

SED requires LEAs and schools to have annual increases in these indicators at a pace that will bring them to the target of 100 percent by June 2006.     Using baseline data for these indicators for fall 2003, SED will monitor progress in the following years and take NCLB-required actions when LEAs or schools do not make adequate progress.                   

6b. Basic Educational Data System (BEDS).    SED has updated its Basic Education Data System (BEDS), the State's sole source of information on the teaching and paraprofessional workforce, in order to satisfy the NCLB's accountability and reporting requirements.

  • Teachers.   Starting in fall 2003 SED has asked every LEA to submit new data elements for its teachers to comply with the NCLB.   The data must indicate whether each teacher is “highly qualified” for each teaching assignment in a “core academic subject” and whether each teacher of “core academic subjects” received “high-quality” professional development in the prior school year.   To ensure data quality, SED compares the data submitted by LEAs with its teacher certification records and uses verification protocols when certification data are not consistent with reported NCLB data.   SED also requires LEAs to make assurances about the accuracy of the NCLB data they submit.

  • Title I Paraprofessionals.   Starting in fall 2003, SED has asked every LEA to report on Title I paraprofessionals to comply with the NCLB's reporting requirements.   Each LEA must report on the number of Title I paraprofessionals that it employs and, of those, the number who are “qualified” as defined by the NCLB.

  • Title I Schools.   Starting in fall 2003, SED has asked LEAs to report to BEDS on the Title I status of every public school in the State so that schools receiving Title I funds can be readily identified.                                                                                                                         

6c.   Report Cards.   Existing report cards will be updated to satisfy the NCLB's reporting requirements.

  • State Report Card.   Section 655 of the New York State Education Law requires the Regents to issue an annual report card on the status of the State's schools.   This State report card has always contained information about the qualifications of teachers in different types of school districts classified by the districts' economic and racial/ethnic characteristics.   SED will update this State report card to satisfy the NCLB's teacher quality reporting requirements.

  • School District and School Report Cards.   Each year SED and the New York City Department of Education (NYC DOE) issue report cards for LEAs, public schools and BOCES.   These report cards, which contain information about teacher certification, will contain additional information that will bring them into compliance with the NCLB's reporting requirements.  

6d. Information for Planning.   BEDS information will continue to be used for State and local planning for the teaching workforce.  

  • State and regional data about the teacher supply and demand by subject area will continue to be used to inform State policy and to enable institutions of higher education and LEAs to work together to meet regional needs for teachers.

  • SED will continue to share its databases on teachers, altered to protect the identity of individuals, with scholars affiliated with the Educational Finance Research Consortium (EFRC) at the Rockefeller College of the University at Albany who conduct independent research on New York State's teaching workforce that informs State, regional and local policy.
