October 28, 2002

To: District Superintendents of Schools; Superintendents of Public Schools; Charter Schools; and Deans, Directors and Chairs of Teacher Education
From: Johanna Duncan-Poitier and James A. Kadamus
Subject: NCLB Requirements for Teachers and Paraprofessionals

To help you stay informed about the requirements in the No Child Left Behind Act of 2001 (NCLB) that apply to teachers and paraprofessionals, we are issuing a series of field memos. This first field memo reflects questions from the field and information received from the U.S. Department of Education as of the date shown above.

We are posting our field memos about federal requirements for teachers and paraprofessionals on the Department's Web site at www.highered.nysed.gov. Information about the State's certification requirements for teachers and paraprofessionals is also included on that Web site.

Thank you for sending us your comments and questions about NCLB. Please continue to send your questions about the NCLB to nclbnys@mail.nysed.gov.
