TRANSITION PERIOD BETWEEN OLD AND NEW EDUCATIONAL LEADERSHIP CERTIFICATE TITLES

  1. What is the transition period between the old certificate titles and the new titles?

    Generally, candidates who apply on or after September 2, 2007 for certificates valid for the educational leadership service will be subject to the new requirements.

    Those seeking the old series certificates, School Administrator and Supervisor, School District Administrator, or School Business Administrator, must apply for the old series certificates and must meet all requirements for the certificates before September 1, 2007. There are, however, two exceptions:

    • Candidates who apply for a Permanent certificate in the title School Administrator and Supervisor (SAS) may apply for that certificate after September 1, 2007, provided that they hold a valid Provisional certificate in this title. If the candidate does not meet these conditions, the candidate will be subject to the new certificate requirements.
       
    • Certain candidates, defined below, are allowed additional time to complete requirements necessary for certification under the old series. Candidates employed as School Business Administrators and holding that certificate as of September 1, 2007, and who apply for a Permanent certificate in the title School District Administrator (SDA) on or before September 1, 2007, have until September 1, 2010 to qualify for the Permanent SDA certificate. To qualify for this exemption, applicants must have met all requirements for the Permanent certificate as school district administrators except the experience requirement.

EXPERIENCE REQUIREMENTS FOR THE NEW CERTIFICATE TITLES

  1. What are the experience requirements for the Initial School Building Leader (SBL) certificate?

    The candidate for the Initial SBL certificate must have successfully completed 3 years of classroom teaching and/or pupil personnel experience satisfactory to the Department in public or non-public schools, PreK-12. Experience in school administration may not be used to meet this requirement.
     
  2. What are the experience requirements for the Professional School Building Leader (SBL) certificate?

    The candidate must complete 3 years of school experience in an educational leadership position in public or non-public Pre-K – 12 schools, including at least one year of experience as a school building leader.
     
  3. What are the experience requirements for the Professional School District Leader (SDL) and School District Business Leader (SDBL) certificates?

    The School District Leader (SDL) certificate is only issued as a Professional certificate, and the candidate is required to have successfully completed 3 years of classroom teaching service and/or pupil personnel service and/or educational leadership service in public or non-public Pre-K-12 schools. If the individual qualifies for the Professional certificate through alternative requirements for the School District Leader certificate (if an individual has a Transitional D certificate, for example), at least one year of this experience must be as a district-level leader under the Transitional D certificate.

    There is no experience requirement for the School District Business Leader (SDBL) certificate.

INTERNSHIP REQUIREMENT

  1. How might an individual who is employed full-time complete the 15-week full-time internship requirement?

    Students in registered collegiate programs leading to certification as a, School Building Leader (SBL), School District Leader (SDL) or School District Business Leader (SDBL), are required to complete a 15-week full-time internship working as an education leader. However, institutions are able to offer equivalent alternatives to the full-time internship, such as summer school, after-hour assignments, or assignments completed during part of the school day, when these assignments are comparable to the 15-week full-time internship. The format(s) of internships to be offered by each institution are reviewed and approved as part of the registered educational program.
     
  2. Where there is a registered program at a college or university that leads to both the School Building Leader (SBL) certificate and School District Leader (SDL) certificate, will the institution have the flexibility to design and include one 15-week internship in the program that would satisfy the internship requirements for both the SBL and SDL certificates, or will distinct 15-week internships be required for each certificate?

    A registered program leading to both certifications may be registered with one 15-week internship that includes experiences at both the building and district levels to meet the requirements for both the SBL and SDL certificates.

PROFESSIONAL DEVELOPMENT

  1. What are the professional development requirements for the SDL, SBL, and SDBL?

    A total of 175 hours of professional development is required every 5 years to maintain the Professional certificate as an educational leader. School districts have been provided flexibility to define the professional development activities that are appropriate for the school leaders in their districts. These activities will become part of the district’s Professional Development Plan.
     
  2. Will individuals with the old series Permanent certificates (SAS, SDA, or SBA) be required to meet the new professional development requirements?

    No. Individuals with valid SAS, SDA, or SBA Permanent certificates will not be held to the new professional development requirements.

ALTERNATIVE ROUTES TO CERTIFICATION

  1. Are alternative routes to certification available for any of the three Educational Leadership Certificates?

    An alternative route to certification is provided for in Part 80 of Commissioner’s Regulations only to candidates for the School District Leader (SDL) certificate. An alternative path to the Professional certificate as a School District Leader is available through an alternative certification program for individuals who are exceptionally qualified. Program requirements allow a qualified candidate to work in a school district as a school district leader under the Transitional D certificate with appropriate mentoring and supervision, while enrolled in a registered alternative program at a college or university in New York State.
     
  2. Will a candidate be able to meet the education requirement for certification as a School Building Leader, School District Leader, or School District Business Leader through individual (transcript) evaluation in lieu of completing a collegiate educational leadership program?

    There is not an individual evaluation route to the new educational leadership certificates. All candidates for the SBL, SDL, and SDBL certificates will be required to complete a registered program, or an equivalent program, at a regionally accredited institution of higher education.

INFORMATION FOR INDIVIDUALS PLANNING TO SERVE IN MORE THAN ONE LEADERSHIP TITLE.

  1. Under what circumstances would individuals with School District Leader (SDL) certificates be permitted to serve as Building-Level Leaders or as School District Business Leaders?

    At this time, in order to serve as a School Building Leader, a person holding a School District Leader (SDL) certificate must also hold the School Building Leader (SBL) certificate. Similarly, in order to serve as a School District Business Leader a person must hold the SDBL certificate. Working with colleges with educational leadership programs and others, however, the Department is exploring opportunities to facilitate educational leaders’ ability to serve in more than one capacity. The Department will encourage institutions to offer programs leading to dual certification. The Department will also encourage the creation of focused programs to provide the education requirements for acquiring a second leadership certificate. These candidates will also be required to complete the examination and experience requirements for the SBL or SDBL certificate as appropriate. The Board of Regents has asked that this policy be reviewed and the Department will continue to do so.

 

ADDITIONAL INFORMATION ON THE OLD CERTIFICATE TITLE SERIES

  1. Will individuals with the old series school district administrator (SDA) Permanent certificates be permitted to function as building-level administrators or school business administrators?

    Yes. The Permanent certificate as a School District Administrator qualifies individuals to serve as a school district administrator, school administrator and supervisor, and school business administrator.
