Staffing Changes in the Offices of Higher Education and the Professions |
I want to update you on some staffing changes that are taking place in the Offices of Higher Education and the Professions.
The contributions Charlie Mackey has made to the Office of Teaching Initiatives (OTI) and to the Department are immeasurable. He will be greatly missed and his retirement leaves some big shoes to fill, both from a policy development perspective and also the oversight of the critical certification processes. I have decided to divide the responsibilities of this position between two people.
I have asked Joseph Porter to assume the policy development and implementation responsibilities for OTI as the Executive Director of the Office of Teaching Initiatives and Policy Implementation for the Offices of Higher Education and the Professions. Joe joined my staff in 2002 as Director of Policy Implementation for the Offices of Higher Education and the Professions. Prior to this, Joe served as Deputy Counsel for the Department for nine years. As Director of Policy Implementation, Joe has been working closely with Charlie and other managers in the Office of Higher Education on the strategic development and implementation of regulatory changes designed to increase the pool of qualified teachers in New York State and review of proposed policy changes for teaching. Among his responsibilities, Joe will be coordinating the work that the Department does with the Professional Standards and Practices Board (PSPB), supervising the work of the Office of School Personnel Review and Accountability (OSPRA) and Part 83 Moral Character reviews. In addition, Joe will continue his leadership responsibilities with the Office of the Professions.
Robert Bentley, the Director of the Division of Professional Licensing Services (DPLS) in the Office of the Professions will assume the additional responsibilities of the certification operations of OTI as Executive Director of the Offices of Professional Licensing and Teacher Certification. For the past year, Bob has been working with Charlie and the certification staff on developing and implementing process improvements in the certification systems. His experience in DPLS has proven to be a valuable resource as the teacher certification unit has undergone process improvements and system changes. Bob’s oversight of this responsibility will assure a smooth transition and the continuation of the work that he and Charlie began together.
Joseph Frey will continue his leadership role with colleges, universities and school districts on teacher and school leadership preparation, the evaluation of the implementation of the Regents teaching policy, alternative teacher certification, teacher supply and demand and teacher education accreditation.
Joe Frey, Joe Porter and Bob Bentley will continue to report directly to me. Clearly, there will be some overlap in their areas of responsibility and the work that their staff do, however, they will work closely together as a team to ensure that all of the Regents policies on teaching and higher education are implemented smoothly.
Howard Goldsmith’s transfer to the Office of Elementary, Middle, Secondary and Continuing Education necessitates the assignment of someone to oversee the Bureau of Proprietary School Supervision (BPSS). I have asked Hector Millan, who has served as the Assistant Director in the Office of Teaching Initiatives for the past four years, to transfer to BPSS and, under the supervision of Joe Frey, direct operations in that office as Bureau Chief.
As I continue to assess the critical functions and operations of the Offices of Higher Education and the Professions over the next few weeks and months there will be other staffing changes and assignments designed to assure that those critical responsibilities are carried out in an efficient and effective manner given the fiscal constraints that we are all operating under. I will continue to keep you informed about these changes.
