Question 1. Will the successful applicants receive funding for the entire period?
Answer 1. Contingent upon the appropriation of funds and the fulfillment of contract requirements, successful applicants will receive funding for the entire period.
Question 2. Is that period three or four years?
Answer 2. The funding cycle is three years.
Question 3. Among the SURR schools listed in Appendix IV there are five schools located on Long Island not Upstate. Is this a typo or am I
missing something?
Answer 3. The State Education Department has listed SURR schools under two categories: New York City and Upstate Schools. While those schools located on Long Island may not geographically be considered “upstate”, for the sake of these categories, they are.
Question 4. To what extent if any are TOC activities integrated with the regular undergraduate curriculum?
Answer 4. The integration of TOC with regular undergraduate curriculum is left to the discretion of the institution of higher education applying for the grant.
Question 5. In my review of other TOC programs I have noticed some which only include as participants students currently enrolled on a full-time or part-time basis but do not include working teachers with provisional certification. Why would an institution make such a decision?
Answer 5. The design of each individual TOC program is determined by the institution of higher education applying for the grant.
Question 6. TOC Attachment I, p 23, re: 2 " Complete one sheet for each objective. As long as the number of pages in the project narrative does not exceed 20 pages, can we use 2 sheets for an objective table if needed?
Answer 6. As long as the number of pages in the project narrative does not exceed 20 pages, you may use as many sheets for an objective table as you deem necessary.
Question 7. TOC Attachment I, p 23, re: 5 Staff Responsible: Is it true that you do not want the name of the staff person (even if it is known); you only wish the person's title?
Answer 7. Only the title of each staff person is required in the proposal.
Question 8. MOA-The TOC program resides in our School of Education. We have partnerships with the math and science departments which reside in our College of Arts and Science. Should the College of Arts and Science sign a MOA for the TOC program?
Answer 8. The MOA should be signed by all primary partners. (Definition of primary partners include those organizations which provide specific and significant fiscal or other resources for the operation of a TOC project.) Such contributions are usually equivalent to at least 10 percent of the TOC grant award and are offered either in real costs or in-kind contributions. Contributions may include the cost of providing substitute teachers in mentor teacher classrooms, reimbursement of tuition expenses or tuition waivers for paraprofessionals pursuing undergraduate degrees or for uncertified teachers to pursue permanent certifications or other tuition benefits, etc… Each MOA must outline specific services, materials and/or fiscal resources that will be provided.
If you feel your partners in the math and science departments qualify as primary partners, they should sign the MOA for the TOC program.
Question 9. Can you clarify what is meant by "other state funds may be used in this match but may not duplicate services provided? All matching contributions must be used for activities related EXCLUSIVELY to the TOC project"? e.g. If TLQP funds are used to provide stipends for teachers who mentor TOC participants then should all stipends paid for TOC participants be considered a match?
Answer 9. Other state funds, such as TLQP, can be considered part of the 15% minimum match required of institutions of higher education applying for the grant. For example, if TLQP funds are used to pay mentors for TOC participants, then the amount of those funds will be considered as part of the 15% match. However, the mentoring paid for by the matching TLQP funds can only be available to TOC students. Duplication of services implies that an institution already offers and pays for a service to all students but then uses awarded grant money and proposed matching funds to replace institution funds being used to fund those services.
Question 10. Please clarify "Institutional accounts must be structured to reflect this contribution by the appropriate line item"
Answer 10. “Institutional accounts must be structured to reflect this contribution by the appropriate line item” simply means that when filling out Attachment III, TOC 2008-2009 Proposed Budget, you need to indicate any “other” funds, such as TLQP under the column marked “Other Sources”.
