Advisory Council Meeting, BPSS-NYC, 116 West 32nd Street, New York, New York

February 26, 2002

The following members were present: Anthony Stanziani, Mike Hatten, Arlene Pedone, Vincent Ferrara, James Devaney, Art Resso, Lisa Harris (CPB), Denis Peterson (DOL), John Austin (HESC), Howard Goldsmith (SED), Cindi Frieder (OSC).

Absent: Yerachmiel Barash, Wayne Wagner, Vel Pillai (DOB).

Call to order at 10:30 am.

  1. Introductions and welcome by Anthony Stanziani
  2. Draft minutes amended on item 4 to reflect due date of April 1, 2002, not just April 2002. Motion to approve-Arlene Pedone, seconded-Art Resso. Council votes to approve minutes from the January 24, 2002 meeting.
  3. Council discusses changes in the regulatory reform draft dated 2-11-02. David Sherwood (BPSS) provides overview of changes. For next meeting, revised draft will address:
  4. -records storage for final tests

    -ESL adjustments and re-organization

  5. BPSS to review proposed regulatory changes with Deputy Commissioner Johanna Duncan-Poitier and report back to the Advisory Council at the next meeting.
  6. David Brieff (BPSS) working on meeting with representatives from the NYC Board of Education. Purpose is to clarify the categorization of a high school student as a "code 7" if they attend a proprietary school
  7. Anthony Stanziani to draft letter on behalf of Council to former OHE Deputy Commissioner Gerald Patton. Letter is to thank and honor Gerald for his support of the NYS proprietary school sector.
  8. Legislative Report – Arlene Pedone, chair of the report writing sub-committee, will produce a rough first draft for the Council’s review. She is to circulate the draft to Council members prior to the next meeting.
  9. Benchmarking Sub-Committee – no progress yet, but co-chairs Mike Hatten and Vincent Ferrara will report out at the next full Council meeting.
  10. Next meeting, Tuesday, April 9. 2002. Location to be determined.
