Restricted Business Teacher Licenses
Restricted business school teacher licenses are valid for one or more specific subjects only at a particular school and location of that school. There are certain circumstances where applicants do not qualify for unrestricted business teacher licenses, either because such titles do not exist in business teacher regulations or because the applicant does not possess the college credit, college degree or other requirements for the unrestricted license. In such instances, some alternative means of demonstrating teacher qualifications may be available.
Restricted licenses are always issued to qualified individuals teaching trade subjects in a business school such as medical assisting, anatomy and physiology, etc. The qualifications for an applicant to teach these trade subject areas are identical to those for teachers at a trade school. These usually include completion of high school or GED, two years of appropriate full time work experience in the field to be taught, and the appropriate professional license, if one is required (e.g., a valid cosmetology license is required for an individual to teach cosmetology).
Restricted licenses are also issued for teachers of Nationally Recognized Vendor (NRV) courses who hold the appropriate vendor's instructor requirements. A list of NRV's can be found on our website at www.highered.nysed.gov/bpss/pg10300.htm
There are also other restricted licenses based on the qualifications of individuals who have unique and exceptional experience. Because new teaching content areas are always being created, an all inclusive list of restricted license titles is not possible. Please note that not all applicants qualify for teacher licensure nor can the Bureau of Proprietary School Supervision (BPSS) approve teacher licenses for individuals who cannot document sufficient requirements to meet the minimum qualifications for which we issue teacher licenses. BPSS is charged with establishing and maintaining minimum standards to ensure the quality of education in the non-degree proprietary sector while encouraging and working with schools to continuously raise those standards.
Upgrading from a restricted permit to a restricted provisional or restricted full license
For a non-renewable, 3 year provisional license:
For a renewable, 4 year full license:
- All of the requirements for the permit;
- 3 semester hours (or 30 clock hours at an approved professional school association) of coursework in methods of teaching; and
- 1 year of approved teaching experience (or college supervised student teaching).
- All of the requirements for the provisional license;
- 3 semester hours (or 60 additional clock hours at an approved professional school association) of coursework in professional education; and
- 1 additional year of teaching experience beyond the requirement for the provisional license.
