Office of Quality Assurance Mission

The overall mission of the Office of Quality Assurance is to ensure the quality of all postsecondary programs in New York State for the protection and benefit of consumers of higher education. Within the Office are three key offices:

The Office of College and University Evaluation (OCUE) ensures high standards for academic excellence and performance in higher education. OCUE carries out a variety of related activities in support of a broad policy of raising learning and teaching standards. These activities include:

  • Review of all teacher education programs in New York State colleges to ensure that they prepare teachers for the new higher learning standards in the classroom.
     
  • Review of proposed academic programs in New York colleges to ensure a high standard of institutions and a high quality learning environment.
     
  • Review of new institutions and requests for new degree authority to ensure integrity and excellence across all academic offerings.
The Bureau of Proprietary School Supervision (BPSS) is responsible for overseeing and monitoring 400 licensed non-degree-granting proprietary schools. Over the past 10 years, the Bureau has protected the educational and financial interests of students, raised the integrity of the entire proprietary school industry, and provided critical services to the public.

The Office of Research and Information Systems  (ORIS) provides the Office of Higher Education with the capacity for data collection, reporting and analysis. SED is the only agency in the State with the ability to collect and provide information on the State's entire postsecondary education system. Such a system is critical for promoting accountability in higher education and for supporting "data driven" decision-making and planning in higher education.

At its June 2005 meeting, the New York State Board of Regents approved the Statewide Plan for Higher Education, 2004-2012. The Plan identifies priorities for higher education in the State and sets an ambitious agenda for driving the future of higher education. As a result of the involvement of leaders across the State at numerous forums, conferences, public hearings, and other meetings held since October 2002, for the first time in decades, we have a Statewide Plan for Higher Education that reflects the goals and objectives of the Board of Regents, the State Education Department, and all four sectors of higher education in New York State - The City University of New York (CUNY), independent colleges and universities, proprietary institutions, and the State University of New York (SUNY). There is much to be done and by working together, we can achieve maximum success for all students in our State’s colleges and universities.
